The magician displays two decks of cards. One red and the other blue. He then shuffles both showing that all the cards in the decks are the respective colours. At this point the decks are face up on the table. The magician then takes one card off the top of each deck and puts them on the opposite deck. He then turns the decks over to show that all of the cards in each deck have switched colours! The decks can be fully examined!
